Who translates and certifies marriage certificates?

Like most official documents, marriage certificates are only translated by sworn translators. How do I set the number of pages?  

A single page means one side of one sheet of paper – irrespective of the number of words on that page. The front and back sides of a double-sided document are considered two separate pages.     Marriage certificates are official documents and are therefore not accepted abroad as a simple translation. Or to put it another way: If a foreign authority asks for your marriage certificate, you will need a certified translation of it. But when does this even happen?
