Who translates and certifies birth certificates?

Just like other official documents, birth certificates are only translated by sworn translators. How do I set the number of pages?  

A single page means one side of one sheet of paper – irrespective of the number of words on that page. The front and back sides of a double-sided document are considered two separate pages.
