Who translates a diploma?

A diploma is usually translated and certified by sworn translators. These translators are specially trained and sworn in before a Higher Regional Court, a Regional Court, or an interior ministry. How do I set the number of pages?  

A single page means one side of one sheet of paper – irrespective of the number of words on that page. The front and back sides of a double-sided document are considered two separate pages.
